Modifying and clarifying certain eligibility requirements for +membership in the
correctional employees retirement plan under the Minnesota state +retirement
system; enumerating or modifying certain qualifying employment +positions;
expanding the list of designated correctional facilities to the state
correctional facility at Rush City; requiring the commissioners of +corrections
and human services to establish procedures for review and evaluation +of the
appropriateness of coverage by the plan for employees at state +correctional
facilities or at the state security hospital, the sexual psychopathic
personality treatment center or the extended treatment options on the+ campus of
the Cambridge regional human services center, authorizing employees +of either
department to initiate the review and evaluation; authorizing the +commissioners
to forward requests for transfer of certain positions from the +general plan or
the teachers retirement plan (TRA) to the correctional plan to the +commissioner
of employee relations (DOER) for evaluation and verification, +requiring review
by the legislative commission on pensions and retirement and +forwarding of
approved coverage transfers to the executive director of MSRS for +interim
membership purposes; authorizing and providing for employee +declination of
transfer, coverage election to be irrevocable; modifying certain +requirements
for the correction of placement errors; providing for temporary +continuation of
coverage by the correctional plan for positions with occupational +title changes
under certain conditions and for lateral transfers; sunsetting +coverage for
certain positions on certain dates, requiring LCPR review; repealing +certain
obsolete provisions providing for correctional plan coverage for +certain
security guards and for older employees formerly excluded (mk)
