Relating to human services; creating an additional disproportionate population
adjustment under the inpatient hospital payment system,exclusions, providing for
determination; providing for certified public expenditures under medical
assistance (MA) for Hennepin, Ramsey and Douglas counties, for the Rice county
hospital district and for the University of Minnesota, authorizing and providing
for adjustments by the commissioner of human services; increasing the surcharge
on criminal and traffic offenders for crediting by the commissioner of finance
to the general fund
