angling in designated areas; requiring verified statements of +disability by

anglers sponsored by a nonprofit organization; exempting the disabled+ anglers
from license requirements; authorizing the commissioner to issue +special
permits without a fee to nonprofit organizations to provide assisted +fishing
opportunities to physically disabled anglers(ra)
