Creating a corrections board for criminal offenders parole determination
purposes, specifying membership qualification requirements and powers;
specifying individual qualifications for parole eligibility purposes, limits;
paroled and released individuals to remain in the legal custody and under the
control of the board subject to return to a correctional facility; specifying
certain parole hearing requirements; providing for certain inmate or prisoner
time credits; providing for final discharge of parolees by the board, specifying
certain certificate issuance and recordkeeping requirements; requiring and
providing for supervision of parolees by the commissioner of corrections,
requiring and providing for the appointment of state agents; authorizing and
providing for the board to deputize out of state agents to effect the return of
individuals violating the terms and conditions of parole or probation,
authorizing cost sharing contracts; granting the board certain rulemaking
authority, prospective effect only; appropriating money to the commissioner for
