Imposing felony penalties for conviction of a certain number of subsequent
offenses of driving while impaired (under the influence of alcohol or controlled
substance - DWI) within a certain time period; subjecting violators to certain
long term monitoring requirements; providing for court imposition of mandatory
consecutive sentences and for peace officer arrest without warrant; restricting
conditional release; requiring the commissioner of public safety to revoke the
drivers licenses of persons convicted of felony driving while impaired until
rehabilitation; providing for vehicle forfeiture; imposing a maximum sentence
stay; requesting the sentencing guidelines commission to assign a certain number
of criminal history points to felony violations and to include in the
nonexclusive list of aggravating factors justifying upward departure from the
guidelines offender past history of impaired driving convictions and alcohol
based drivers license revocations; appropriating money to the commissioner of
