season for hunting mourning doves; requiring possession of a small +game license
and a mourning dove stamp to take mourning doves, setting a stamp +fee;
requiring the crediting of a certain percentage of revenue from the +sale of
mourning dove stamps to the mourning dove habitat improvement +account,
specifying authorized and prohibited uses; requiring the commissioner+ to
encourage the purchase of mourning dove stamps by persons interested +in dove
management and habitat improvement and to report to the legislature +by a
certain date on the results of the mourning dove season including a +description
of the impact of the season on the mourning dove population(ra)
