"Main Street and Neighborhood Revitalization and Reinvestment Act"; authorizing
local government county boards to establish by resolution a main street
revitalization and reinvestment program for county cities or neighborhoods in
order to provide safe and healthy environments, economic and social stability
and better living places; specifying minimum program contents, a process,
resident participation, action plan requirement; establishing an oversight board
and prescribing duties and powers; specifying funds permitted uses;
appropriating money to the commissioner of employment and economic development
(DEED) for program funding; specifying a distribution formula, permitted federal
funds and tax increments (TIF) and abatement uses, requiring a report to
DEED
