county) governing bodies employing peace officers to first pass resolutions
authorizing administrative citations issuance prior to local peace officer
administrative citation issuance to motor vehicle drivers, limiting
administrative penalty issuance to licensed peace officers, requiring local
governing bodies to act as neutral third parties, providing right to contest,
fines and disbursement, commercial drivers licensee exception, driving record
exclusion, administrative penalty reporting and local preemption; requiring
commissioner of public safety to revise the uniform traffic citation
