efficiency of burning ethanol or ethanol fuel blends in motor vehicles

controlling tailpipe emissions, specifying grant amount and duration
limits and match requirement; requiring the commissioner to establish guidelines
for the submission and review of applications and the awarding of grants;
appropriating money to the commissioner for the grants
