Relating to capital improvements; authorizing spending to acquire and+ better
public land and buildings and other public improvements of a capital +nature for
higher education with certain conditions; providing a summary of +appropriations
to the university of Minnesota and the Minnesota state colleges and
universities; appropriating money to the board of regents of the +university of
Minnesota for higher education asset preservation and replacement, +for the
renovation of certain major buildings on the Minneapolis and Duluth +campuses,
for construction of the recreational sports facility and for design +of a new
building for the Labovitz school of business and economics and +related
infrastructure on the Duluth campus and for construction of an +addition to the
heating plant on the Morris campus, to the MnSCU board of trustees +for HEAPR,
for construction of certain improvements at the Anoka-Ramsey, Fergus +Falls and
Inver Hills community colleges, at the Central Lakes, Century, Lake +Superior,
Minneapolis, Northland, Riverland and Rochester community and +technical
colleges, at the Dakota, Northwest, South Central, Southeast and St. +Cloud
technical colleges, at the Fond du Lac tribal and community college +and at the
Minnesota state universities at Bemidji, Mankato, Moorhead, St. Cloud+ and
Winona, for certain systemwide improvements and for land acquisition; specifying
a certain contribution requirement of the board of regents+ and a certain debt
service payment requirement of the MnSCU board of +trustees; requiring and
providing for commissioner of finance funding of +contingencies and issuance of
state bonds and appropriating money to the +commissioner for bond sale expenses
