Relating to state financeARTICLE 1Modifying the procedure for state treasurer
acceptance of gifts, bequests, devises or endowments to the state, eliminating
certain determination duties of the commissioner of finance, deposit not to
constitute acceptance, requiring refund of unapproved donations; transferring
the responsibility for payment of substitute costs for public employees on
athletic leave of absence from the state to the employer; modifying certain
timelines for governor submittal of the biennial budget to the legislature;
eliminating a certain building maintenance annual budgeting requirement;
requiring state agency fees or fee increases to be submitted by the governor to
the legislature as part of the budget request, fees to be presumed approved
unless otherwise acted on by the legislature; specifying the goal of the budget
reserve account, requiring periodic deposit of interest earned on the cash
equivalent balance into the account and modifying the allocation of positive
unrestricted budgetary general fund balances to the account and the deficit
remedy requirements of the commissioner; clarifying the methods for cancellation
or lapse of appropriations for capital improvements; modifying the timeline for
local government units to submit budget requests for capital improvement
projects to the commissioner; repealing the property tax reform account and
certain provisions regulating state agency applications for nonstate funds,
restricting the expenditure of trunk highway funds and requiring public
employers to complete uniform collective bargaining agreement settlement
