Authorizing and providing for the issuance of special kids first motor vehicle
license plates to applicants paying an additional annual nonrefundable
contribution to a designated school district of applicant choice, requiring the
commissioner of public safety in consultation with the commissioner of education
to design the plates featuring a school related design; authorizing transfer of
the plates to another vehicle, fee; establishing a kids first account for
deposit of contributions received, appropriating money in the account to the
commissioner of public safety for distribution to school districts indicated;
requiring the crediting of fees for the plates to the highway user tax
distribution fund; requiring compliance with the provision regulating requests
to the department of public safety for new special license plates before
issuance of the plates
