Establishing a high mobility schools demonstration project in independent school
district 625, St. Paul to improve student achievement and to provide a model to
other districts with high mobility schools; authorizing the district to create a
stability zone including the attendance areas of certain elementary schools,
authorizing transportation to students living within the stability zone to
maintain attendance at the same school; authorizing the district to contract
with a community based human service agency to assist families in resolving
issues causing multiple moves; specifying a certain education campaign
requirement; appropriating money to the commissioner of children, families and
