Modifying certain provisions providing for the sentencing of certain +predatory
sex offenders; requiring inmates serving a mandatory life sentence +for certain
criminal sexual conduct offenses to serve the minimum term of +imprisonment
before receiving supervised or conditional release; expanding the +provision
requiring a civil commitment determination before release and +providing for
certain exceptions; requiring earlier appointment by the commissioner+ of
corrections of end of confinement review committees for certain sex +offenders
subject to indeterminate sentencing; creating indeterminate sentences+ and
mandatory life sentences for certain criminal sexual conduct crimes; +defining
sex offense and predatory crime; imposing minimum sentences for +criminal sexual
conduct offenses; defining the crime of criminal sexually motivated +predatory
conduct, requiring sentencing to imprisonment for life upon +conviction;
requiring and providing for the commissioner to establish criteria +and
procedures to use in release decisions for certain offenders +including the
frequency of review and to develop recommendations for the membership+ and
operation of the sex offender review board to make decisions relating+ to the
release of sex offenders after serving a minimum term of +imprisonment;
requiring the commissioner to provide the legislature by a certain +date with
written criteria and procedures to govern the review and release of +sex
offenders subject to indeterminate sentences; specifying certain +reference
removal and related change instructions to the revisor of statutes; +repealing a
certain provision providing for certain statutory maximum sentences +and for
conditional release based on the accumulation of good time and +assignment to
