2E Providing for a cold weather rule for public utilities; regulating
residential customers service disconnections by public utilities during cold
weather; defining certain terms; specifying certain utility obligations
requirements before cold weather period and certain notice requirements before
disconnecting utility heating services during cold weather periods; specifying
certain procedures for utility verification of household income of customers;
specifying certain discontinuation of service prohibitions and requirements;
providing for customer right of appeal, specifying certain duties of the public
utilities commission (PUC) relating to the determination of customer appeals;
providing for municipal or cooperative electric association disputes; providing
for payment agreements for customers above a certain percentage of state median
income; specifying certain utility reporting requirements and requiring data
availability on the PUC electronic filing system; specifying certain reference
replacement instructions to the revisor of statutes; repealing the current
provision relating to disconnection during cold weather and repealing certain
rules for conformity purposes
