students of color to become teachers of early childhood, elementary and
secondary education; specifying applicant eligibility and certain application
process requirements; requiring the director of the Minnesota office of higher
education, in consultation with the commissioner of education to award scholar
loans to eligible students of color; providing for loan forgiveness, deferrals
or repayment procedures; appropriating money to the commissioner of education
for the scholar loan program
