Requiring the board of water and soil resources (BOWSR) to establish a pilot
program in a certain number of counties to provide education and financial
incentives encouraging private landowners to preserve and restore lake and river
shoreland; requiring the board to create a grant program, requiring affected
soil and water conservation districts in each pilot county to establish a
working group to work with the county board and soil and water conservation
district to develop criteria for awarding grants to shoreland owners; providing
for district award of cost share grants for shoreland restoration or
establishment of conservation easements for preservation of existing shorelands;
specifying certain coordination, cooperation and evaluation requirements and
requiring a board report to the legislature by a certain date (ra)
