Requiring and providing for the commissioner of human services to establish and
administer a human immunodeficiency virus prevention and health care access
program for low income individuals, specifying certain program requirements,
requiring the program to provide prescription drug coverage and basic early
intervention diagnostic services and to pay private health plan premiums for
persons contracting HIV; specifying certain applicant eligibility requirements,
prohibiting copayment or cost sharing requirements; requiring the commissioner
to establish a public advisory process to establish and revise an HIV care drug
formulary, specifying certain consultation requirements; sunsetting the existing
HIV health plan premiums payment program upon implementation of the prevention
and health care access program
