Requiring the commissioner of the pollution control agency to initiate a
voluntary low level mercury monitoring pilot project for a certain number of
major municipal wastewater systems to agree to conduct periodic low level
mercury monitoring; authorizing pilot project participants to apply to the PCA
for reimbursement of documented monitoring expenses; requiring the commissioner
to evaluate the results at the conclusion of the pilot project and make
recommendations for additional monitoring to the legislature (je)
