E Providing a comprehensive approach to the prevention and treatment of
compulsive gambling; providing an annual appropriation to the commissioner of
human services from parimutuel taxes paid by class B licensees for the
compulsive gambling treatment program; increasing the maximum reimbursement by
the commissioner for compulsive gambling assessments of persons convicted of
theft, embezzlement of public funds or forgery; modifying certain requirements
of the compulsive gambling program prevalence study, requiring identification of
the prevalence of pathological and problem gambling and the demographic and
socioeconomic characteristics of problem gamblers and requiring a commissioner
report to the legislature by a certain date on study results; requiring the
commissioner to develop programs for gambling prevention, intervention and
treatment for underserved populations, specifying certain consultation
requirements; requiring the commissioner to modify existing standards relating
to compulsive gambling providers to allow certain trained individuals to be
grandfathered into the current provider schedule and in consultation with
compulsive gambling treatment providers to establish a fee structure increasing
the rates for providers, requiring a flat rate and notice to the legislature
upon establishment; requiring the director of the state lottery to transfer
funds from the state lottery prize fund to the general fund and requiring the
deposit of contributions for compulsive gambling treatment in the general fund
for appropriation to the commissioner of human services for compulsive gambling
treatment, for research on the results of treatment, for the state problem
gambling help line and public awareness, for compulsive gambling education and
training grants and for a grant to reconstruct project turnabout in Granite
Falls(ra, ja)
