2E Modifying certain requirements for certain persons licensed by the department
of commerce; restricting the payment of fee refunds to overpayments; requiring
approval of license education courses by the commissioner of commerce and
specifying certain course coordinator requirements; expanding limited lines
insurance licenses to mobile telephone insurance and exempting individuals
applying for the license from insurance producer written examination
requirements; eliminating the authority of the commissioner to license insurance
producers residing in border states and limiting the scope of the license;
eliminating a certain prelicense education completion requirement for real
estate brokers and salespersons required to take a second examination; defining
USPAP (uniform standards of professional appraisal practice established by the
appraisal foundation) for real estate appraiser education and licensing
purposes, specifying certain required appraiser license qualification components
and extending the deadline for license application after examination; defining
temporary license and authorizing extension; clarifying certain appraiser
education requirements and authorizing the crediting of credit hours for certain
distance education courses; placing certain time limits on experience
requirements for certified appraisers; modifying certain continuing education
requirements for renewal of real estate appraiser licenses; repealing certain
transitional appraiser licensing authority of the commissioner and a certain
rule specifying certain real estate appraiser experience requirements
