1E Requiring the commissioner of commerce to communicate with federal
authorities relating to the desire of the state to reward the purchase of long
term care insurance by reducing the amount of medicaid estate recovery,
requiring the commissioner to work with the commissioner of human services to
obtain an appropriate waiver; authorizing regional service cooperatives and
local government units to arrange or contract for the voluntary purchase of long
term care insurance for or by employees and dependents
