the issuance of state bonds to design, construct and equip a new DOT district
headquarters facility in Mankato, to repair and renovate the exterior of the DOT

trunk highway #55, Yankee Doodle road and Argenta trail and to construct an
interchange at U.S. highway #52 and county highway #31 in the Elk Run
