E Extending the ethanol producer payments program, eliminating certain
provisions providing for payments for the generation of electricity using closed
loop biomass; requiring commissioner of agriculture payments on a pro rata basis
under certain total quarterly payments amount excess conditions; authorizing the
commissioner to approve a certain number of new ethanol plants for the program
before a certain date, requiring one of the plants to use a feed stock other
than corn in the production of ethanol; requiring the commissioner within
appropriation limits to reimburse ethanol producers for payments reduced due to
certain conditions, specifying producer eligibility; repealing the ethanol
production goal (mk, ja)
