Modifying certain provisions under the sustainable forest resources management
incentive program; modifying eligibility requirements and withdrawal procedures
for enrolled lands; modifying certain length of covenant requirements; modifying
the formula for calculation of incentive payments; requiring the commissioner of
revenue in consultation with the commissioner of natural resources (DNR) and the
university of Minnesota department of forest resources to recommend to the
legislature a method for adjusting the payment to reflect changes in land and
timber values; appropriating money annually to the commissioner of natural
resources (DNR) to promote the program; repealing certain provisions relating to
the definitions of current use value and capitalization rate and the calculation
of average estimated market value for timberland
