ACTProviding rules for the construction of laws and administrative rules;
providing for the meaning of words and phrases in common and technical usage,
for the use of shall, must and may and number, gender and tense, for references
to a series of numbers or letters, for the computation of time, for the
prospective operation of a statute or rule, for severability of invalid statutes
or rules, for irreconcilable statutes or rules, for the prevalence of enrolled
acts over later publications, for incorporation by reference, for continuation
of previous statutes or rules under revision and for the effect of the repeal of
a repealing statute or rule and of amendment or repeal on a pending action or
proceeding; prescribing the principles of construction, negating a certain
presumption relating to the construction of a civil statute in derogation of the
common law; text of a statute or rule to be the primary essential source of
meaning; specifying certain other aids to construction in ascertaining meaning
of text; repealing certain existing provisions providing for the construction of
