independent expenditures notice requirements, requiring inclusion of a signed
affidavit; authorizing complaints to the state campaign finance and public
disclosure board relating to failure to comply or to the filing of false notices
for determination purposes, requiring candidates filing false notices to return
the public subsidy to the board; releasing candidates attacked by certain
independent expenditures from spending limit agreements
