Requiring the commissioner of children, families and learning to immediately
reduce parent fees for the basic sliding fee child care program to a certain
prior level; transferring money from the federal TANF (temporary assistance for
needy families) fund to the child care and development fund and appropriating
the transferred money to the commissioner for the basic sliding fee child care
program; repealing the current parent fee schedule(ra)
