parks and trails fund; requiring the use of funds to support parks and trails of
regional or statewide significance; specifying eligibility requirements;
appropriating money to commissioner of natural resources (DNR) and metropolitan
council; providing a metropolitan area distribution formula; requiring
development and use of appropriate signage and public notices to reflect
activities or projects funded under the clean water, land and legacy amendment;
requiring a report to the legislature; creating the parks and trails legacy
grant program, requiring commissioner to provide grants from the parks and
trails fund to units of local government for acquisition of and improvements to
public lands to support parks and trails, specifying certain grant and match
eligibility requirements, specifying certain administration and equitable
distribution requirements
