Appropriating money to the board of water and soil resources (BOWSR) for
education, training and technical assistance on drainage law and to develop in
cooperation with the university of Minnesota extension service a cooperative
education and training program on drainage law and to provide specialized
assistance to drainage authorities in the areas of engineering, environmental
assessment and administrative procedures (ra)
