Relating to human services; authorizing day treatment programs for adults with
serious and persistent mental illness to choose among certain methods of
clinical supervision to comply with medical assistance (MA) requirements,
providing for demonstration of compliance; directing and providing for the
commissioner of human services to establish certain enterprise activities within
state operated services for people with disabilities, requiring state operated
service to specialize in caring for vulnerable people, specifying certain
funding determination requirements and providing for implementation; modifying
the dedication of collections for state operated programs; requiring health plan
companies to provide coverage for certain court ordered medically necessary
services provided to enrollees under temporary confinement, requiring local
agencies to seek input from health plan companies in providing the court
information about the needs of enrollees; imposing responsibility on the state
for arranging and funding aftercare and case management services for persons
committed as sexual psychopathic personalities or sexually dangerous persons;
providing for the cancellation of excess chemical dependency treatment funds to
the general fund; modifying the conditions for payments to hospitals for
chemical dependency treatment services and providing for payments to certain
vendors of room and board, defining room and board rate; authorizing the
commissioner to pay a per diem to consumers and family members needed in
legislatively authorized state level task forces; changing certain pilot
projects to test alternatives to delivery of mental health services to
initiatives to provide alternatives to the delivery of the services, authorizing
and providing for commissioner approval(ra)
