immigrant children and families; requiring the pilot project to serve the
medically undeserved areas of Minneapolis; specifying project requirements and
application procedures; requiring the commissioner to evaluate the effectiveness
of the program and report to the legislature by a certain date; appropriating
money to commissioner of health for the pilot project and a dental health
coordinator position
