Relating to health; modifying the application and renewal provisions procedures
for essential community provider status, setting the application fee; requiring
health plan companies to cover interpreter services; requiring the commissioner
of health to award grants to community clinics, federally qualified heal
centers, community mental health centers, community dental clinics and nonprofit
organizations provide public health nursing services to uninsured patients to
improve the implementation and use of certain interoperable electronic health
records; requiring the commissioner of human services to reimburse providers for
administration of the influenza vaccine; requiring the commissioner to award
grants to federally qualified heal centers, community clinics, community mental
health centers, other safety net clinics and hospitals to provide information on
the importance of maintaining insurance coverage and how to obtain insurance
through MinnesotaCare; requiring the commissioner of health to study and
recommend to governor and legislature by a certain date on design and operation
of an uncompensated care fund; requiring the commissioner to award a grant to
neighborhood healthcare network for costs maintaining and staffing a toll free
health coverage information number; authorizing the commissioner of health to
award grants to certain health care providers for a certain amount of
unreimbursed costs; requiring commissioner of human services to present
recommendations to legislature by a certain date on streamlining the
MinnesotaCare application and enrollment process; appropriating money to
commissioner of health and human services
