to contract for processing services; authorizing the agencies to impose a

from imposing a fee on tax payments required by law or rule to be made by
electronic funds transfer; requiring agencies imposing a fee to provide advance
notice to persons using the credit services; appropriating fees collected to the
agency collecting the fee for processing contractor payment purposes;
