specifying criteria for public utilities commission (PUC) low income
affordability programs for low income residential ratepayers; requiring
utilities serving low income natural gas heating customers to file an

commission to issue orders necessary to implement, administer and evaluate
affordability programs and to allow recovery of program costs; authorizing
utilities to use certain information for administering energy assistance for the
administration of affordability programs
