Relating to transportation; limiting the motor vehicle registration tax on
passenger automobiles upon initial registration and imposing a flat on
registration renewals, reducing the total tax beginning in a certain future
year; modifying the distribution of the transit assistance fund, expanding
eligible recipients of the fund to the metropolitan council and restricting use
of money in the fund to capital and operating assistance to eligible recipients;
requiring the deposit of certain sales tax proceeds into the fund and
eliminating the distribution of proceeds from the sales tax on motor vehicles to
the fund and to the general fund, requiring the deposit of all proceeds in the
highway user tax distribution fund; proposing an amendment to the Minnesota
constitution, article XI to require the deposit of all proceeds from the sales
tax on motor vehicles in the highway user tax distribution fund (mk)
