employees discontinuing public employment due to health center privatization,
providing for entitlement to future retirement benefits under the general
employees retirement plan of the public employees retirement association;
exempting the employees from the vesting rule; subjecting deferred annuities of
terminated health center employees to augmentation, specifying certain interest
rates; authorizing additional allowable service credit for early retirement
benefits eligibility determination purposes; providing for the application of
reemployed annuitant earnings limits and for the receipt of employee
contribution refunds; requiring the health center and the executive director of
PERA to provide terminated hospital employees with benefits counseling (rla)
