Increasing the nonrefundable application fee charged by the commissioner of
health to cover the administrative cost of processing wells and borings
variances or rule modifications and well notification, permit, disclosure
certificate, registration and license fees and prohibiting the commissioner from
charging a fee to federal agencies; requiring and providing for commissioner
licensing of radioactive and source or special nuclear material, establishing
fee categories and fees, requiring commissioner periodic safety inspections,
providing for recovery of reinspection costs and for a licensing reciprocity fee
and requiring fees for license amendments; increasing the license fees for
hospitals, nursing homes, outpatient surgical centers, boarding care homes and
supervised living facilities and the certification fees for certain
environmental laboratories and imposing change or variance fees on the
laboratories under certain conditions, requiring payment of fees before
