enter into contracts with certain eligible long service active members of the
Minneapolis police relief association for termination as police officers and
reemployment with public employees police and fire fund (PERA) retirement plan
coverage; requiring termination of employment by the city before eligibility for
service pensions or benefits from the relief association; specifying certain
