marijuana and marijuana plant; decreasing the weight for sale and possession
crimes; establishing a misdemeanor marijuana possession crime; permitting
sentencing for nonviolent nondrug offenders with addiction; requiring
commissioner of corrections to consider intake chemical dependency assessment;
early release suitability, validated risk assessment tools; requiring
commissioner bed savings amount determination; specifying savings allocation;
repealing criminal sentencing conditional release of nonviolent controlled
substance offenders treatment extension of term of improvement for offenders who
fail in treatment and the sunset provision
