provisions relating to motor carriers of passengers; defining or redefining
certain terms; granting the commissioner of transportation (DOT) certain
registration certificate suspension, revocation or denial authority, hearing;
requiring and providing for the registration of passenger carriers with and for
issuance of certificates of registration by the commissioner, fee, exempting the
carriers from certain permit requirements; modifying or expanding certain rule
exemptions; clarifying local regulation authority, specifying certain ordinance
requirements and enforcement options, authorizing the metropolitan airports
commission (MAC) to regulate ground transportation to and from metropolitan
airports; modifying certain requirements under the initial motor carrier contact
program, increasing the annual registration fee and requiring the deposit of
registration fees in the trunk highway fund; modifying the insurance
requirement; specifying certain criminal background check requirements;
modifying certain grounds for suspension, commissioner notice requirement;
specifying certain requirements for town or city regulation of taxicabs or small
vehicle passenger service; providing for the conversion of certain previously
issued certificates or permits; temporarily restricting motor carrier service
passenger pick ups at the Minneapolis-St. Paul international airport; repealing
certain provisions providing for the regulation of personal transportation
services and regular route passenger and charter carriers, certain definitions
