benefits under the Minnesota state retirement system (MSRS); requiring
terminated employees to file a written application for disability benefits;
reducing the age for the termination of disability benefits; prohibiting the

physically on the job, providing for accrual, requiring a written application
for disability benefits and reducing the age for optional annuity election
