applications and absentee ballot instructions to be written in languages other
than English, requiring instructions to include illustrations, requiring the
secretary of state to publish voting materials in languages other than English
recommended by the state demographer, requiring county auditor precinct
determination for need of materials, languages needed and number of materials,
requiring the secretary of state to supply counties with necessary
materials
