E Restricting the public utilities commission or the department of public
service from regulating the Internet, interactive computer services or digital
data transmission services, defining Internet, interactive computer service and
digital data transmission service; regulation restrictions not to affect the
duty or obligation of telephone companies or telecommunications carriers
relating to nondiscrimination in service and unfair trade practices and not to
release telephone companies from obligations under investment plans or digital
broadband service settlements approved by the PUC before a certain date;
authorizing and providing for telephone companies operating under alternative
regulation plans to promote the use of services, specifying certain exceptions
to telephone company authorized promotional activities; requiring cities, towns
and counties to refrain from regulating the Internet, interactive computer
services or high speed data and Internet access services offered over cable
communications systems, defining Internet, interactive computer service and high
speed data services, authorizing the local units to impose franchise fees on
