Requiring the housing finance agency to establish and operate a program under
the family homeless prevention and assistance program to stabilize housing for
children attending elementary or secondary school to eliminate or reduce change
of residence, specifying certain eligibility and program requirements and
authorizing certain HFA contracts; requiring additional rental assistance under
certain responsible adult agreement conditions; specifying certain rent limits;
requiring the collection of information from schools relating to student grades
and attendance records for program effects evaluation purposes, requiring
student and responsible adult consent to release; appropriating money for
transfer to the housing development fund for the program
