Relating to the organization, operation and financing of state

appropriating money for environment, natural resources and energy
purposes

ARTICLE 1 - ENVIRONMENT AND NATURAL RESOURCES

Providing a summary
of appropriations by fund; appropriating money to pollution control agency (PCA)
for water, air, land, environmental assistance and cross-media and
administrative support, to commissioner of natural resources (DNR) for land and
mineral resources, water resources, forest, parks and trails and fish and
wildlife management, ecological services, enforcement and operations support, to
board of water and soil resources (BWSR) for grants and certain allowable
activities, to metropolitan council for regional parks and trails maintenance
and certain allowable activities, to the Minnesota conservation corps upon
agreement with the DNR commissioner, to zoological board, to Science Museum of
Minnesota, and to the legislative-citizen commission on Minnesota resources;
providing for certain fund transfers; providing for the disposition of certain
utility license application and crossing fees, establishing supplemental
application fee and monitoring fees, specifying certain duties of DNR
commissioner; imposing certain land management easement application and
monitoring fees; imposing fees for certain road easement construction monitoring
activities; imposing an application fee for release of an unneeded state
easement; imposing an application fee for state trail easements for ingress and
egress; requiring commissioner to administer a program to provide local
recreation grants to units of government for acquisition and betterment of
public land and improvements to support parks, outdoor recreation areas and
trails; imposing application fees for a permit to mine for a taconite,
nonferrous metallic minerals, scram mining or peat operation and requiring
submittal of a permit amendment application fee with the written application,
specifying certain regulations for the mining administration account; imposing
certain mining reclamation fees, annual permit to mine fees, supplemental
application fee for taconite and nonferrous metallic minerals mining operation
and reclamation fee on taconite iron ore produced; modifying certain emergency
deer feeding and wild cervidae health management account requirements; modifying
certain general water permit application fee and field inspection fees
requirements; modifying electronic waste account provision; repealing a certain
provision relating to mining administrative fees

ARTICLE 2 -
ENERGY

Providing a summary of energy finance appropriations; appropriating
money to department of commerce for financial examinations, petroleum tank
release clean board, administrative services, telecommunications, market
assurance office of energy security and telecommunication access Minnesota and
to the public utilities commission (PUC); modifying and establishing assessments
for certain regulatory expenses; modifying certain provisions relating to
commerce department general powers and insurance powers and certain public
utility assessments; specifying department duties relating to assessing public
utilities, cooperative electric associations and municipal utilities for certain
activity costs; creating an audit investigation account for public utility
operations, practices or policies investigation activity inquiries costs,
specifying certain deposit requirements; creating an audit investigation account
for telephone company or telecommunications carriers operations, practice or
policies investigation activity inquiries costs; repealing a certain provision
relating to homeowner insurance expedited form and rate filing
