3E Relating to agriculture; modifying the notice requirements of persons
applying for permits to construct or expand certain large feedlots; modifying
certain consultation requirements of the commissioner of transportation (DOT) in
establishing procedures and criteria for grants or loans from the local road
improvement fund and expanding the factors to be considered to determine project
priority to livestock and other agricultural operations; modifying certain
county feedlot zoning ordinance adoption procedures; requiring public hearings
for proposed city or town interim ordinances regulating, restricting or
prohibiting activities relating to livestock production and requiring notice to
the pollution control agency (PCA) and the commissioner of agriculture of
proposed adoption of new or amendment of existing feedlot zoning controls for
review and comment purposes, requiring local ordinances containing setbacks for
new feedlots from existing residences to provide for new residence setbacks from
existing feedlots located in areas zoned agricultural, exception, authorizing
local variances
