1E Authorizing the commissioner of commerce to establish and maintain an
electronic licensing database system for license origination, renewal and
tracking the completion of continuing education requirements of individual
insurance agent licensees, requiring the commissioner to pay for database costs
through imposition of a continuing education technology surcharge, specifying a
maximum surcharge fee, establishing the commerce department technology account,
permitting commissioner surcharge reduction or suspension upon reaching a
certain account balance; prohibiting an individual from selling, soliciting and
negotiating long term care insurance unless licensed as an insurance producer
for accident and health or sickness insurance or life insurance and has
completed an initial training course and ongoing training, specifying training
requirements
