education; requiring the commissioner of education to provide assistance upon
request to develop character education curriculum and programs and specifying
the funding sources; providing for character development education grants
through the violence prevention education grants program, for levies under the
safe schools levy and for integration of the programs in certain model policies;
authorizing area learning centers to focus on character development
