Providing for uniformity with certain federal dairy regulations; adopting
federal grading and inspection standards for manufacturing dairy plants and
products in effect on a certain date as the dairy grade rules and manufacturing
plants standards in the state; requiring completion of farm inspections for
residues in bulk loads of milk by the plant representative and the producer to
determine the cause of the residue and actions required to prevent future
violations; conforming certain grade A pasteurized milk rulemaking requirements
of the commissioner of agriculture with a certain condensed and dry milk
ordinance of the federal department of health and human services; updating a
certain federal reference relating to commissioner adoption of rules for quality
standards for milk used for manufacturing purposes; modifying the grade
requirements for butter; updating certain federal regulations relating to
selected class dairy products; repealing the prohibition on the manufacture or
sale of certain butter, certain provisions regulating light butter and reduced
fat cheese, the Minnesota filled dairy products act and the definitions of
reduced fat, low fat and nonfat ice cream (ra)
